it wasn't until 2008 that legislation was signed by george w. bush administration until 2008 there was actually legislation to take him off that list. can you tell us why it took so long for that to happen and how he got there in the first place? >> well, it actually took a very long time. president bush and condoleezza rice started that process to get nelson mandela and comrades off the terror watch list. frankly the nationalization immigration law, once you labeled someone on a terrorist, it's very difficult to take them off. and that did happen as you said in 2008, it took an act of congress. we actually had to pass legislation, condoleezza went to the hill and asked them to pass the legislation and finally president bush signed that law, signed that legislation into law. but today, i understand from many high ranking anc officials homeland security continues to treat some of them as needing a waiver to get into the united states, which is an embarrassment and what secretary rice said today, at the time, we can't allow president mandela, a ma
